Filch doesn't like Harry because he often finds Harry in places he shouldn't be, such as wandering the corridors at night or getting into trouble with Peeves the poltergeist. As the caretaker of Hogwarts, Filch takes great pride in maintaining order and discipline within the school, and Harry's tendency to break the rules and cause mischief directly conflicts with Filch's responsibilities. Additionally, Harry's association with troublemakers like Ron and Hermione only adds to Filch's negative perception of him. **

Dumbledore hired Filch as the caretaker at Hogwarts because he believed in giving everyone a chance to contribute to the school community, regardless of magical ability. Despite being a Squib, Filch had a strong dedication to the school and its rules, making him a reliable and trustworthy employee. Additionally, Filch's knowledge of the castle's secret passages and his ability to interact with magical creatures made him a valuable asset to the school. Dumbledore valued diversity and inclusivity, and hiring Filch was a reflection of those principles. **
